The installation size comes from the recently announced PS4 Pro Bundle, which revealed several bits of already confirmed inforamation including the multiplayer count (2-32 players) and that the Playstation exclusive content will only be exclusive for 30 days, however the size of the game was left as an unknown until this point.
Many are speculating may be the requirement for the PS4 Pro, as it may require some higher-res textures to take advantage of 4K TVs, and Players on regular PS4 and Xbox One systems may have less to install. Rockstar Games has provided any information on this at this time.
